The Strategic Plan approved by the Standing Committee for World Service outlines the overall program direction and DWS Geneva is responsible for program implementation, which is expressed through the country programs.
The Planning, Monitoring and Evaluation (PME) system is the approach adopted by DWS to coordinate program planning processes, implementation activities and evaluation guidelines in an integrated and coherent way.
DWS Project Cycle
PME applies to all country programs and projects involved in rehabilitation and development work, based on the project cycle shown here. (Please click on the diagram for a larger image.)
The project cycle comprises a number of phases. The Design Phase starts with Policy Development that, through participatory processes, formulates an overall country strategic plan to provide direction for the program. The Identification and Formulation stages further translate the strategic plan into concrete programmatic action. Financing is sought through various fund raising strategies, which then leads to Implementation of the program through a range of activities and processes. Regular monitoring and reporting are integral elements for accountability and organizational learning. Evaluations are conducted to track progress towards desired results and impact.

The DWS country programs are guided by the following specific planning, monitoring and evaluation processes:
- Country Strategy
Outline (CSO)
The CSO incorporates the vision, mission and priorities for the program. Focus groups are identified and the thematic focus and methodologies are outlined. All stakeholders are involved in a participatory planning process.
- Planning and
Monitoring Document (PMD)
The PMD translates the CSO into programmatic action by outlining specific objectives, intended action for project implementation, and measurable indicators or expected change. The corresponding financial needs and plan for monitoring and evaluation are identified.
- Statement of Needs (SoN)
The SoN is the executive summary of the PMD and includes a three-year financial projection. It is presented to the Standing Committee and Program Committee for World Service, and the LWF Council, for approval to seek funding from related agencies and other organizations.
- Monitoring
Implementation is monitored through various levels and established mechanisms including self-monitoring, special appraisals, functional or system monitoring and issue-based or thematic monitoring. In addition, a Collective Monitoring Framework (CMF) utilizes the field monitoring functions conducted by DWS Geneva and the agencies that currently monitor country programs they support.
- Evaluations
Evaluations and mid-term reviews are conducted to assess progress and guide program reformulation, and to analyze the results and impact of the program. An evaluation is organized with an external consultant leading the team that includes representatives from local partners and funding agencies.
The results of all these processes are documented and available online in the LWF Monitoring and Reporting System (MaRS).
