The Department for World Service (DWS) dedicates the vast majority of its annual USD 100 million budget to its humanitarian and development programs, allotting just four percent of resources for coordination and administration at its Geneva headquarters.

In 2008, total resources administered on program and emergency support amounted to USD 112.3 million (DWS programs USD 81.8 million and USD 30.5 million for associate programs).

Program Approval and Fund Raising

The Standing Committee for World Service submits a Summary of Needs for country strategies and programs to the Program Committee for World Service and the LWF Council. Once approved, this three year program summary and financial projection is used for fund raising purposes.

Funds for emergency projects are not budgeted, but are provided through ACT Alliance or the UN system.

DWS Funding Sources

DWS’s main funding partners fall into three categories:

  • member churches and national committees
  • related agencies
  • inter-governmental organizations such as UN agencies and the European Union

Often member churches or related agencies are able to access government funds for development and humanitarian aid.

Financial Control Systems

DWS strives to ensure transparent, faithful stewardship of the financial resources entrusted to it to serve people and communities in need. DWS Geneva and field offices employ professional systems and procedures in all aspects of their work, including reporting to donors. Monthly finance reports ensure timely monitoring and accountability. Recognized accounting firms conduct external audits of programs and projects.

The LWF Monitoring and Reporting System provides a Web-based platform for fast and comprehensive information exchange, including financial accounting, between DWS field offices, the LWF Geneva secretariat, member churches and supporting agencies.
