DWS Country, Regional and Associate Programs

DWS works in 36 countries through four regional programs, 15 country programs and seven associate programs and emergency operations, with over 40 international staff and consultants and 5,700 local staff. These programs are the primary operational vehicles through which DWS provides humanitarian assistance and implements development strategies.
All DWS country programs started with the invitation of local partners (either church or government) in response to emergency situations, whether from natural disasters, human-made disasters or armed conflict. In many situations, after the initial emergency, DWS has continued working with the local population with development activities focusing on sustainability, advocacy, empowerment, capacity building, risk management and disaster preparedness. This work is implemented in partnership with LWF member churches (in most situations) and other local institutions.
DWS Geneva is responsible for the overall management and coordination of the programs, and ensuring that the programs are integrated within the full scope of DWS activities. An international staff member (Field Representative) heads each program, and DWS Geneva staff carry assigned responsibilities for direct liaison with each program.

In some situations, the context for the emergency response and continued development is wider than one country. In other situations, particularly where there has been long term work with refugees, strong links of collaboration have developed across national borders. To facilitate effective and sustained regional systems of development, and to strengthen wider partnerships, DWS program activities are closely coordinated within certain sub-regions.
DWS Regional Programs currently operate in:
- The Balkans: Bosnia and Herzogovina, Croatia, Kosovo, and Vojvodina (Serbia and Montenegro)
- Central America: El Salvador, Guatemala, Honduras, Nicaragua and Colombia
- Jerusalem
- West Africa: Liberia, Sierra Leone and Guinea

Where local capacity and empowerment have been achieved, governance has been transferred to a local structure. As an associate program, a memorandum of understanding outlines the roles, commitments and expectations for the local organization, DWS and other partners. DWS systems and policies - such as financial and programmatic planning, monitoring and evaluation - are applied as agreed.

Emergency Operations
Where DWS has a strategic presence, emergency response is made through existing national and regional structures. Additional international support can be provided depending on the scale of the emergency. DWS uses its network of regional programs, country programs, associate programs and LWF member churches as the basis for its emergency response.
