After the LWF Tenth Assembly closed its business in Winnipeg, Canada, the newly elected Council held its first meeting 31 July to 2 August. Key decisions by the Council included the election of the treasurer and vice-presidents for the LWF regions, the Executive Committee and members of the Council’s program and standing committees.

The Council was chaired by the newly elected LWF President, Presiding Bishop Mark S. Hanson, Evangelical Lutheran Church in America (ELCA). He was elected LWF President on 26 July 2003 on the first round of a secret-ballot vote during the LWF Tenth Assembly, 21-31 July 2003. Hanson is the eleventh person to hold the position of LWF President since the Federation was founded in 1947.
Born in Minneapolis, USA, in 1946, Hanson was ordained in 1974 and was elected ELCA presiding bishop in August 2001. More...

The Council elected Oberkirchenrat Peter Stoll from the Evangelical Church in Württemberg, Germany, as Treasurer, representing Central Western Europe.
Since 1993 he is head of the Finance and Information Technology Department of the Evangelical Church in Württemberg and in charge of the financial planning, budgeting, assets, accounting, controlling, church tax and EDP. More...The seven LWF regions are represented by the positions of President, Treasurer and Vice-Presidents. The Council elected as Vice-Presidents:
- Africa – Bishop Dr Zephania Kameeta, Evangelical Lutheran Church in the Republic of Namibia;Asia – Bishop Dr Munib A. Younan, Evangelical Lutheran Church in Jordan (with congregations also in Israel and Palestine);Central Eastern Europe – Bishop Dr Christoph Klein, Evangelical Church of the Augsburg Confession in Romania;Nordic Countries – Bishop Eero Huovinen, Evangelical Lutheran Church of Finland;
- Latin America and the Caribbean – Rev. Victoria Cortez Rodríguez, The Nicaraguan Lutheran Church of Faith and Hope. More...
